If both Wi-Fi and Bluetooth are greyed out that usually indicates that the radio chip that supports both of those networking services has failed. This is a hardware failure. Contact Apple support to discuss repair options.
As a test, back up the phone, then restore it to factory settings→Restore your iOS device to factory settings - Apple Support. Set it up as a new phone and see if Wi-Fi and Bluetooth are still greyed out. If they are it is definitely a hardware failure.
If they work normally when set up as a new phone try restoring the backup you just made→Restore your iOS device from a backup - Apple Support

If Wi-Fi and Bluetooth are Greyed-Out:
Try the Following in the Order Provided:
A. Restarting the iPhone:
If any changes were made (i.e. Installed Apps), then Settings (i.e Wf-Fi), may have become manipulated technically. So, try restarting the iPhone:
B. Disable Cellular:
Try disabling Cellular, and using Wi-Fi instead, seeing if that makes all the difference.
C. Try manually restarting your iPhone:
D. Reset All Network Settings to Default:
Example of items that will be reset: (Wi-Fi Passwords, VPN Connections, etc)
As a Last Resort:
E. Restore form a Backup:
Have a backup of your iPhone? If you are not concerned with losing data, then restore your iPhone from a backup that was made when Wi-Fi was working. Prior to restoring, backup your iPhone, incase anything goes wrong with the restoration.
