I have enough storage but my photos say my icloud storage is full and it won’t allow me to back up my icloud

It sounds like there may be some confusion and we'd be happy to clear that up. iPhone storage and iCloud storage are two different things. 128GB refers to your iPhone storage capacity. iCloud storage above 5GB requires a subscription. 1. Go to Settings, then tap your name. 

2. Tap iCloud, then tap Manage Account Storage or Manage Storage. Or scroll down and tap Upgrade to iCloud+.

4. Choose a plan and follow the onscreen instructions.
