I have removed music I purchased from my Apple Music library (as in removed totally, not just from device) but when I went to iTunes to repurchase it, iTunes still shows the music as purchased. But when I search on Apple Music, it says at the bottom “Buy in iTunes Store”, which I cannot do.

You'll want to redownload your purchases from your purchase history. Here's how to do so: Redownload music - Apple Support So for example, on an iPhone:
1. Open the iTunes Store app.
* On your iPhone or iPod touch: At the bottom of your screen, tap More, then tap Purchased.
* On your iPad: Tap Purchased.
4. Tap Music. If you use Family Sharing, tap a family member’s name to see music that they purchased.
5. Find the music that you want to redownload, then tap it.
6. Tap the download buttonnext to a song or album.
