Hi osirisluxor,
We noted that you posted your question in the Music for iOS section and wanted to clarify. You can Create, edit, and delete Smart Playlists in Music on Mac, and then use your Apple Music "Sync Library" feature to sync it to your iOS device.
To answer your question, your Smart Playlist will be compiled from music that you have in your personal much library, not the entire Apple Music library. With that being said, any music that meets the criteria you choose when you create the Smart Playlist will automatically be added to your playlist when you add it to your music library in the future.
