My mom and I are trying to use our AirTag to keep track of my Dad who gets lost or turned around sometimes. If the Tag is set up on her phone can she share the location with me?

What I think you are looking for is if an AirTag can be shared with family members. AFAIK, at this point in time, Apple does not support that feature.
