Can't download podcasts after updating to iOS 16.5

Just updated iPhone last night to 16.5, and am no longer able to download any podcasts. No issues with the app itself, still shows podcasts I follow, episodes listened to (though deleted). However, if I try to play one while on wifi, I get an error that the podcast episode is unavailable. Worse, when I download one to listen to later, I get "Unable to download podcast." Doesn't matter which podcast I select.

I checked all settings in the app and in Settings (and despite being on wifi, I have it set to cellular data on), force quit the app & relaunched, did a hard reboot on the phone, deleted the Podcasts app and reinstalled... googled... searched here... and am at a complete loss. Any suggestions? Anyone else having issues with the app in the latest update?
