My account is locked because of my region my brother he changed the email region yo usa and i again change it to uae but now it’s blocked

Changing region cannot result in a locked account. Here ware two common reasons:
● If the message says "your account has been disabled in the App Store and iTunes Store" or "locked" then you must contact Apple; you cannot resolve this yourself.
