No. The organizer must be the one to pay for purchases.
Set up Family Sharing - Apple Support
Start a family group
One adult in the family — the family organizer — can set up Family Sharing for the group from their iPhone, iPad, iPod touch, or Mac. If purchase sharing is turned on, the family organizer pays for family members' purchases and must have a valid payment method on file.
If each member wants to pay for their own purchase, they can redeem Apple Gift cards and use the funds in their Apple ID balance to pay for the purchase. As long as they have money in their account, that money will be used for the purchases before the organizer’s card is charged.
