Apple Cash is a feature only available in the US. It appears as an iMessage app, so the target person needs an iPhone to receive the money. When in iMessage, in the bar of iMessage apps, you should see the Apple Wallet icon. Using this, you may select however much money you wish to send them. Please note that both people involved must live in the US and have iPhones.
