How do I create a new folder in my hard drive formatted to NTFS on Mac os Ventura.
I see lot of 3rd pary apps which can allow to perform the required action, why not mac os can do it?

NTFS is the file system that the Windows based PCs use for storing and retrieving files on HDDs and SSDs. On macOS, you can read and save NTFS files (since macOS Catalina) but you can't write them.
If you want to be able to read and write the files on both Mac and Windows, then you can format your drive to Windows-compatible formats such as MS-DOS (FAT) and ExFAT.

It's important to note that using third-part apps, you will have to keep them up to date with the latest version of macOS or else you might not be able to write NTFS drives.

You cannot create a folder with a different file System. You could create a partition and format that as NTFS, but you would need third-party software to support creating and writing to the partition.
Why do you need NTFS which was not designed for macOS? Why not use a Mac file system?
Finally i formatted to APFS format which can be used only with mac
