I want to change the payment method for the icloud storage back up for our phones. We have moved and I want to close the account that it is currenlty billed to.

If you need to change your payment method for your Apple ID, you can follow the steps in this article: If you need to change or update your Apple ID payment method - Apple Support

Keep in mind, since you have a subscription, add the new payment method first. Then you can delete the older one. This way you comply with always having a payment method associated with your Apple ID, when you have an active subscription.
