Video uploads are not compressed in iPadOS 16.5

After the recent update to iPadOS 16.5 video uploads are not compressed no matter what you choose (small size, medium size, large size, actual size) when you try to upload a video to any website from Safari or other browsers. All compression choices give you the exact same size. Also I tried both video formats from the settings (High efficiency HEVC, and Most compatible H.264) but the issue is the same. No video upload is compressed no matter what the user chooses. This problem was not there before the 16.5 update. Any recommendations how to fix this?
