How to block this iphone using IMEI so the thief cant use it anymore , i cant use find my device because the thief already reset my phone . Please help me

Did you not have a passcode on the phone?

If the thief was able to reset the phone, the thief now has total control over the phone. There is nothing than you can do at this point as far as controlling the phone.
