Backup and restore
I need to restore an app and the data in that a
iPhone SE, iOS 16

Do you have a backup of the iPhone that was made.....before....you deleted the app?
If you do, you can use the backup to restore the phone, so it will look like it did at the date / time of the backup.
But.....any other data that you have added since the time of the backup will be lost.
