I've also tried everything here and nothing works. Just a few days ago iTunes was working fine, but today it would not start. After uninstalling and reinstalling, the app will now start, but it crashes when trying to log in.
BTW, because Apple forced Windows users to the Microsoft Store for current releases, some of the older troubleshooting/fix instructions (check the help menu for updates, running installer as admin, etc.) that applied to the older stand alone versions are irrelevant. All the links provided up to this point, go to the same article with this outdated information. Please take this as constructive criticism. Five links to the same page where most of the info is for old versions of the software doesn't provide users much to work with.
As a potentially useful side note, I've used the Windows uninstaller functions to also reset and repair the app and deleted all the directories pointed out in the links provided (that was potentially useful info). When I start the app now, I'm asked to agree to the license terms, then my entire library is fully accessible, but because I can't login, Apple Music is entirely inaccessible on this PC. This also means I can't authorize my PC, so (although I haven't tried yet), I'm guessing that backups aren't going to work either.
I'd really appreciate a fix for this before. Lacking access to paid services and the ability to back up my phone is problematic.
