apple tv device moved - shows 4 apps and not settings, no scrolling to view more icons

We recently moved and have an apple tv device which was unused for a while. Having plugged it in and connected to a tv, it shows only 4 app icons - and does not show the settings app, which means cannot connect to a new wifi. Related questions here answer with "it's lost internet connection, unplug and try again" - this is a new network and unplugging - plugging in again does not make Settings appear. It's not the remote batteries either as suggested, as it is working to bring up menu and navigate the 4 icons. So it's a brick until can get settings there to join the new network. The iphone apple tv remote app is also useless, as it tries to "find tv" but it has never been connected to this device so until both are on the same wifi don't expect any different result. Seems like a silly problem to have... anyone else able to solve this? going to try direct NW cable to the router and see if that works

so that solved it. NW cable on a different TV allowed software update and the smart tv showed all the other apps. After the SW update, pulled the NW cable and then connected device to new wifi. Then connected the iphone to the device via bluetooth so they could talk, then went back to the other tv intended for use. The menu just showed the 4 apps again and the physical apple remote wouldn't navigate down still... used the iphone app and it did showing all the other apps... so turns out the remote down arrow on the click wheel is busted.
