That would appear to be Normal Process if all the Setting in Software Update Applet were enabled

Be sure Not to Included the Serial Number
Click on the Wording for Ventura 13.4
It should expand and proved the Build Number
Example : macOS 13.3.1a - was Build Number ( 22E772610a )

No, not normal but has seen rare instances where it has been reported to have happened.
Though, the some users have not been about to provide supporting evidence of this having occurred.

Once the Ventura 13.4 has started the Installation, even by shutting down the computer, once it is started back up, it will commence all the changes that 13.4 has brought with it.
There is no stopping it AFAIK apart from Not Starting the computer at all.
Furthermore, I’ve disabled automatic updates and installation of it from now on. I prefer to update manually.
That is an option which is sole the choice of the user

A - Why Revert ?
There are several important Bug and Security updates to Ventura that are important to keep the computer working as intended and more secure
