Shortcuts always asks permission to access file

I have a shortcut that reads data from a text file (json) saved in iCloud. Every time I run the shortcut, I get a message saying the shortcut needs permission to access file. If I cancel the shortcut and re-run it again, shortcut works finens to this?


Any solutions?


I have tried changing privacy to 'always allow' in shortcut settings, but this didn't work.
