Locked out if my MacBook

Macbook Air 2019 Mojave 


MacBook is locked after failed attempts, shows "Your account is locked" whenever I try to log into my MacBook.


When I attempt to use Apple ID to reset my password, it doesn't work as my laptop constantly shows this message: "to use iCloud an internet connection is required. You can connect to a wifi network using the wifi item in the menu bar" although I am connected to wifi already, I tried switching to other wifi sources such as mobile hotspot and other wifi networks at home.


In the recovery assistant, whenever I choose "My password doesn't work when logging in" and whenever I attempt to enter my password for my account it shows "This user has been temporarily locked. Try again later".


How can this be solved?
