Discord app notification issues

So for the past two to three weeks my Discord app on my iPhone hasn’t been sending push notifications. I’ve tried everything that’s on here about that; ie: checking notification settings, making sure focus permissions are correct, checking screen time settings, etc; and that’s obviously not the issue because everything checks out there, but what I noticed is that Settings seems to have completely removed the background app refresh option for the Discord app so I am assuming that’s the problem, anyway to fix this problem.
