Recovering Notes:

1. Go Here: How to Lock Notes on your iPhone, iPad, and iPod touch - Apple Support
2. Scroll to: If you forgot your notes password
3. Proceed form there as necessary

What the passcode is, is anybody's guess. So, if you have it written down somewhere, ro a digital file of it, then, you can retrieve ti that way. Elsewise, it is locked.

Take some time and try to really concentrate on remembering that password. You won't be able to access the Notes until you do.

Sorry, there are no workarounds here.
