Troubleshooting Forgotten Notes Password:
A. Unlocking Notes:
B. Restore from a Backup:
Did your ever back up your iPhone with these installed without a password ? If so, you could back up your iPhone, and then restore it from the backup. Note that the backup would have to be of the same iOS version what it currently installed, as downgrading the iOS is not an option.

Thank you for the screenshot.
Recovering Fogotten Notes Password:
A. Unlocking Notes:
No success? Then dig through a pileload of paperwork that may contain this password. Take this a good reason to keep a record of every password and recovery key that you create, storing it in a location that only YOU are knowledgeable of, and only YOU have access to? As you go about modifying the password, make note of the new one.
There isn't a way to reset or retrieve the password for existing notes. Your only option is to keep guessing it; there isn't a limit as to how many times you can try. The people on these boards are mostly other customers and can't change this mechanism; if desired, click here and fill out the form.
TheLittles: The statement "Note that the backup would have to be of the same iOS version what it currently installed, as downgrading the iOS is not an option." isn't correct; people can restore backups created from an earlier version. They don't contain the OS itself, so it's not downgrading.

“Downgrading” the iOS:
If downgrading, everything would be lost, if you downgraded it. So, by “can’t”, I’m saying it’d be unrecoverable.
That isn't true if someone made a backup before installing the update they want to revert from. Backups created from an older OS version can be restored to an unit on a newer one; the reverse is what's not possible.
