I want to create a space where the guests at a recent event can share their photos.
Can I do that with Photos - shared album ? Can they add photos to my album even if they don't use Apple ?

Yes you can.
1 - Select your photos from the even and go to the Share button and select Shared Album:
2 - in the next window, if all are on Macs you can click on the blue + button and get their email addresses from your contacts. If not click on Create.
3 - go to the Sared Albums folder in the sidebar and click on the newly crested album. Then click on the "people" button. In that window set the album to a Public album and allow users to make comments and have notifications or not.
4 - copy and send the URL address of the shared album this is under the Public Website title to those you want to have access and be able to add their photos to it.
