Is HP Laserjet Pro 4001dw compatible with Venture and can I use airprint from iphone and ipad with Laserjet Pro 4001dw.

Unfortunately, according to this Apple document, About AirPrint - Apple Support, the HP HP Laserjet Pro 4001dw is not AirPrint compatible.
If you can't find a Ventura compatible driver here in the US (assuming you're in the US) give the European Canon sites a try. The EU has more strict regulations in making manufactures keep compatibility with software up to date and you may have a better chance in getting a driver there.

According to the HP tech specs, this printer is capable of AirPrint:

The Apple document is fine for finding printers that are AirPrint, but it doesn’t mean that unlisted printers aren’t AirPrint.
AirPrint printers don’t need vendor drivers or vendor add-ons, and that means that all AirPrint printers are expected to work on macOS 13 Ventura, yes.
If you want the official answer from HP, you will want to ask them.
Definitely get a printer with AirPrint support.
I have an HP multi-function printer from 2011 with AirPrint support, and all the features work on Venture, as well as all previous macOS versions since I got the printer.
I would never buy a printer without AirPrint support.
