I want to locate my iPhone but don't know how

Unfortunately I am in Amsterdam and my sim card is Australian and its offline. So Find My does not work. If I had a local sim card, internet etc yes Find My would locate it.

That's unfortunate.
Find My is the only way to track and locate the device.
FindMy will work from any browser as long as you append “/find” to the end of the URL.
As long as your phone can communicate. 🙁
