New IPad setup
New IPad doesn’t recognize iPhone passcode.
am using iPhone to ask question, so am sure passcode is correct

Your iPad and iPhone Passcode are fully independent - and are not synchronised in any way.
The only time that you are likely to need the Passcode of your iPhone on your iPad is during initial setup using QuickStart - or if restoring the iPad from an iPhone backup.
