The most common reason for a book not being able to be shared is that Purchase Sharing is turned off. Go to Settings > [your name on top] > Family Sharing > Purchase Sharing.
Another possibility is that the book is hidden. Follow this support article to unhide the book.

The family member should be able to open Books and tap the profile picture on the top of the page to view the available downloads. If they are still not able to see the book, then follow this support article for troubleshooting.
