I purchased a gift card from cvs the person said they activated it and it’s saying that it wasn’t when I went to redeem it

It is likely the card was never activated. If the card was never activated I'm not sure there is anything Apple can do either. Your best hope is returning the Gift Card to the CVS (you will need the receipt) and show them that it is not working.
