Turning on Optimize Storage for Photos on a iMac will not optimize photos on any other device.

If you want iPhone photos to be on iCloud you would need to turn on iCloud Photos on the phone itself and if you wanted them optimized on the phone you would also have to turn that on in the phone itself.

Space optimization is device specific. You can turn ON space optimization on your iMac and your photos will be saved on iCloud in full resolution and low resolution photos will be saved on your iMac until you view those. This will release / save storage space on your iMac. Your iPhone will continue to use its space and iCloud space as it is set by you. The iPhone setting is independent from your iMac.
