If you mean you try to change start up drive to external drive, after install macOS or bootable clone copy to external drive, then change system drive at System Preferences > Select Boot Drive to external drive.

Thanks for your quick reply. Actually that was not the right question. What I need to know is how to clone my internal hard drive to an external hard drive and then use the external drive as my startup drive.
