OWC has aftermarket SSDs available that will fit the non-Touch-Bar model … but no external enclosures. If they don't have an external enclosure, my assumption would be that, as you say, nobody does.

No, even if it is the non-touchbar model because there are no enclosures available for yet another unique & proprietary Apple SSD connector. If you have you have a 2016/2017 non-touchbar MBPro, then you would need to install that SSD into another 2016-2017 MBPro non-touchbar model in order to access the data on that SSD. If you have a Touchbar model, then the SSD is not removable as @John Galt mentioned.
However, my guess is the internal SSD has failed. The internal SSD of the MBPro 13" 2016 & 2017 non-touchbar models have an extremely high failure rate. If you are trying to recover data, then try to Option Boot the laptop since that may give the SSD enough time to go ready so you can boot from it. The SSD failure on this model usually begins to show up when powering on the laptop or waking it from sleep. The failure begins with the SSD taking much longer to go ready which is too long for macOS so you get the system crash.
Don't spend any money on the 2016-2020 Intel Macs, they are not worth it for multiple reasons.

That is my assumption as well (it took OWC years before they even had enclosures for the older proprietary SSDs). Plus that laptop model has a lot of known & little known issues so I don't recommend spending any money on it.
A 2017 MacBook Pro has no internal hard disk drive, so there's that.
