Hello lindafromwinchendon,
You cannot "freeze" specific rows in Numbers. You can however, lock an entire table, chart, shape, field, etc. Once an object is locked, it cannot be moved, changed, or deleted until unlocked.
I hope that's the solution you're looking for.
From here you can lock or unlock an object.

Currently 5 is the maximum number for header rows / columns in Numbers, that is the same for iOS or macOS.

If you unlock numbers, I was allowed to have 8, with freezing the rows and columns.
I'm pretty sure 5 is the maximum.
And you can freeze those 5.
If you are inputting data on iOS be sure to have a look at the forms feature, which doesn't exist on the Mac.
