how will I be able to access my pictures on my iPhone after July 26? I received an email stating that my photo stream will be discontinued on that time. However, I pay monthly for iCloud back up.

Your photos will remain on your device. You can also sync with iCloud Photos if you wish to keep photos in sync across devices (Settings > Photos)

Just an FYI syncing photos to icloud either via stream or icloud photos it isn't part of the icloud backup What does iCloud back up? - Apple Support
I received an email stating that my photo stream will shut down on July 26. Will my pictures that are backed up on iCloud still be there and how will I be able to access them?
