"Rules" in Mail

Although, I find "apply rules" in Mail, I fail to find where to set the rules...

MAIL RULES NOT WORKING. I set up a new rule. The new rule takes effect. After shut down the new rule is completely gone from the rules list. Neither can I delete older existing rules. This has been going on for at least a year.

Mail rules disappearing I'm trying to use Mail Rules to process my mails, but newly created rules disappear after closing and reopening the Mail application. I do not sync to iCloud, and I am not sure how to fix this. Older rules that I created a while ago still appear there, and they stay there when closing and reopening. Using Sonoma 14.4.1. Thanks for any help!
