Hello joltcoder,
Looking over article, About firmware updates for AirPods - Apple Support, we do see the following statement:
"To use your iPhone or iPad to check that your AirPods are up to date, make sure that you have the latest version of iOS or iPadOS. Go to Settings > Bluetooth, then tap the Info button
next to the name of your AirPods. Scroll down to the About section to find the firmware version."
So, in short, it is possible the iPadOS version you're running is causing the issue with the firmware update. You may want to connect with Apple Support at Get Support for other options.
Best regards.

I have gone through this a few times... my question is, does it matter that the iPad is outdated? When i connect the airpods to it asks me to update the software of my iPad to support the airpods, but i cannot update this iPad to a newer version of the OS, the only way forward is to click the "Connect with limited support" button.
To put it simply can an old iPad be used to update the firmware of new airpods? If it can, then i really have no idea why it isn't working. Any clarity would be appreciated.
