Yes.
Assuming you did not tell Time Machine to exclude folders/directories that include that information (very few people exclude anything).
And if you use Migration Assistant when moving to a new Mac, it will transfer your Terminal related config information, but Apache information in /etc may not transferred via Migration Assistant. Time Machine should still have it and you can get is manually.

I'm pretty sure my Terminal settings were transferred when I migrated, but I am not certain. They are stored in your user Preferences, so they should get backed up.
The apache2 folder is in my Time Machine backups.
