Remove the Activation Lock without being near to the Apple Watch

I'm living in Australia and paired my apple watch to my iphone. When I came back to Vietnam, I gave my brother the watch as a gift and forgot to remove the Activation Lock before returning Australia. Now he couldnt pair it with his phone, what can we do?
