I have a friend who has an Apple laptop and and Android phone. Whenever I send her a text, it is sent at an iMessage that only goes to her computer. How do I make it so all messages are sent as SMSs so that they go to her phone?

You cannot do anything. They will have to do it.
Ask them to de-register iMessage for the Phone Number that is being used on the Android device.
Ask them to follow the GIF or You may deregister iMessage online
