We are all Apple users, like yourself, in this Community, so no-one here has access to your accounts or details to check this out for you. We'd like to help, however.

Wondering when you receive the message: ie: could be a warning you receive when new photos are uploaded.

eg... iCloud will not keep uploading photos or videos if you run out of space to keep them.

(also: some have experienced difficulties in accessing and deleting photos when iCloud became totally full.)

Seems it is always a good idea to: Archive or make copies of the information you store in iCloud - Apple Support

You can easily check your iCloud storage if you want: Check your iCloud storage on any device - Apple Support

Apple support has an article online that can help to manage iCloud storage so you don't need to purchase more.

(Eg: You may have enough storage for now, but, for example, not enough space to back up an iPhone, or a Mac.)
