There is no "my photo stream" on my iphone. But I see that most of my albums are empty, not only on my iphone but also on iCloud Photos.
Does that mean they're gone forever?

That likely means that you deleted the images at some time. Any images available to you are on your device or in iCloud. Otherwise, you’ll need to restore from your backups or original sources.
