Why do I now have albums on my iphone and ipad with Zero content? Are my apparently photo stream photos now lost forever?

Are all albums empty or are there some new albums? The automatic import from My Photo Stream will create albums with the new photos from each month. This album will be empty, if there have not been any new photos added to My Photo Stream for that particular month.
My Photo Stream has always been just a temporary cache in iCloud holding the new photos from the last thirty days, but no more than 1000 photos at most. the older photos have been purged from My Photo Stream, when time was up.
it will depend on the system version on your iPhone and iPad and Mac if your devices had imported the photos from My Photo Stream automatically to monthly folders.
The current versions of iOS and iPad OS do not make an auto import from My Photo Stream, we have to select the photos manually for importing. On macOS it is currently automatic.
