iCloud Drive Desktop & Documents Folders Toggle won't Turn on1

I wanted to turn this feature on, so on my Mac Ventura 13.4.1 I went to iCloud and then clicked on iCloud Drive, which is on and then I tried to turn on by clicking on the toggle, this feature, but it doesn't stay on. Any ideas?

Unable to turn on iCloud desktop and documents I just received a new to me Macbook Pro M1 and I am struggling to get my desktop items and folders to appear. I try to turn on Desktop & Documents folders but then it just spins. If I click done and then go back in its turned off again. When I click on the iCloud drive ? icon in Finder it shows downloading 1 item 0 of 1 byte. I've tried restarting, signing out and signing back into iCloud. Attached is an image of whats going on.

I have latest Macbook Air Ventura and my desktop and documents folder will NOT stay checked in icloud. What can I do? The desktop & document folder will NOT stay enabled when I click on it in iCloud. Strangely enough documents are showing on my old Macbook air desktop but not on my new one. What else can I try?
