Is a backup the same as saving data (ie photos)?
If you are using iCloud Photos, all photos on your iPad will already be synchronised with iCloud storage - and will not be included within an iCloud backup.
If instead you are not using iCloud Photos, the photos locally stored on your iPad will be included in your iCloud backup.
You should note that synchronising your iPad with iCloud Photos does not create an archive. If you delete a photo from either the iPad or iCloud photos, the deletion will be synchronised between both.
