How do I transfer icloud photos (its full) to external hard drive?

If you have iCloud for Windows installed, you can drag the photos from the iCloud Photos folder in Windows Explorer to the external drive, like you would for any file or photo in any other folder.
Once transferred you can delete the photos from iCloud. Do note, they will delete from any other device using the same Apple ID that has iCloud Photos turned on.
