Apple One plan

Is there a plan to get slightly cheaper if I don’t use the arcade and don’t want it?

No. The three tiers Apple offers are the only ones available.

As of now, there is not. If you use Apple Music at $10.99/month and Apple TV+ at $6.99/month, then you are getting Arcade and 50Gb iCloud free at $16.95/month (Individual).

I'm sure you have done the math for the services you want, but if you have those services then it would make sense. Otherwise it may be better to buy them separately depending on the services.
