If you believe the existing side-eye emoji to be insufficient, you're asking the wrong folks for changes, and you will want to submit your proposal for a new side-eye emoji to the Unicode Emoji committee for consideration:

If your emoji proposal is approved, your new side-eye would then be included in some future version of the Unicode standard, which Apple and other vendors would then implement it.

With iOS 18 arriving later this year, you can create and use Genmoji. Genmoji are generated images, and you can prompt to create those images however you want, and send them to other folks.
