I have an iPhone 13 and an Apple Watch SE with a standalone cellular plan. They are on separate accounts with the same carrier. Is there any way that I can be able to use the cellular function on my watch since it is a stand alone plan and not paired to a specific device? I’ve had the watch for a few months and have not been able to figure it out.

Drop the standalone plan and have your iPhone cellular provider add your Watch to that plan.
Standalone plan is only for Family Paired Watch

I can’t drop that line because I have a promotion on the watch for free. If I drop that then I will have to pay for the watch outright. I factory reset the watch and did the “set up for a family member” option and I have cellular set up now with my phone number but now it isn’t connected to my phone at all.
Indeed it is. I called support for my provider and it doesn’t even have a promo going on. I was told it would be “on us” and it isn’t. The only promo that was going on was for $99 and it was for paired with digits, not stand alone. Thank you for the input though, hope you have a good day.
