Your 2009 MacBook Pro shipped with OS X Leopard 10.5.7. You will need to first install OS X 10.6.3 from a Snow Leopard 10.6.3 DVD (Ebay), then update that to OS X 10.6.8 Supplemental before you can hope to install OS X El Capitan 10.11.6 (which requires Snow Leopard 10.6.6 or later) on that hardware. Assuming that there are no other hardware issues causing limitations.
