How do I add my other iCloud email account / previous Apple ID account that I had before I was locked out of my account and had to wait a while to recover it so I made a new Apple ID account to be able to use my new phone and can’t figure out how to add both my iCloud email accounts

Troubleshooting Apple iCloud eMail Accounts:
A. Merging Apple IDs:
As of this reply, Apple IDs cannot be merged. So, stick with the old one. Export what need be. Closing the newer iCloud account, all of your iTunes and App Store purchases you made with the temporary account will be lost.
B. Export eMail from Another Device:
Boot up another device associated to the other account account. Then, exporting your mail. Once exported, import it to the other iCloud account., import them once all is backup and syncing.

While you can have 3 iCloud email addresses associated with your Apple ID, you cannot use more than 1 iCloud email associated with your Apple ID. You would not be able to have 2 email addresses from 2 different Apple ID's. I have included the support article about creating iCloud aliases, but in your case, it will not be of much value.
