Seeing ”Apple Certified Charger” seemed to me as if you were us no a charger that is “certified” to work in Apple devices. So, do two things here…

So, return these to the retailer, and get them from Apple, instead. Perhaps they are retuned devices? Moreover, get your iPhone serviced. Whatever the reason, it should not buzzing while charging. All another reason to purchase items from Apple and none other.

Get your iPhone Serviced:
How old is this iPhone? You have a one year, out-of-the box, limited-warranty on this. So, if found to be faulty, Apple may fix this free-of-charge (these are just user-to-user forums —no one here has any call in what Apple will or will not service).

- See: if there is an AASP nearby
